This incident is just one of the approximately 120 reported this year, according to Siskiyou County District Attorney Kirk Andrus, who in a recent interview described an effort to develop a responsive team to animal-related cases."The public seems to be more proactive about reporting animal abuse," Andrus said, adding that the increase in calls prompted the SCSO, the county's agriculture department and his office to look at ways to be more efficient in response to animal abuse calls.The agencies are calling their group the Animal Cruelty Task Force, and according to Andrus, a protocol is currently in development and will assist the agencies with the necessary steps to handle animal cases. "It's hard for me to overstate how difficult these cases are," Andrus said, explaining that part of the issue is that a complaint is not always an actual case of abuse and the determination often relies on the opinion of an animal care expert. In addition, he said, the handling and care of animals removed from abusive situations presents its own difficulties. One final consideration, Andrus said, is people's individual freedom to determine how they care for their animals, explaining that some people may consider abuse situations that are not abuse according to law. "A skinny animal isn't necessarily an abused animal," he said. According to Andrus, the task force will also provide an opportunity to educate animal owners about what to do if they can no longer afford to take care of their animals.Once ACT is ready to go live, members of the public, other agencies and animal care professionals will be encouraged to provide input, Andrus said.
