City pay levels are low only the generous benefits keep some workers on the payroll and if the salary structure really is a big mess, it is going to cost some money to get things turned around.Besides, if Mr. Kaysen spends the money on cost-of-living raises now, he will delay the beginning of the process of fixing salaries until next year assuming money will be available then for pay raises at all. Given present budget constraints, there will not be any more money to move things forward this year once the 2.25 percent hike is in place.That is why we like the proposal on salaries from Councilmen Dicky Shanor and Sean Allen. This would first be done by having Mr. Kaysen kill the cost-of-living hike and set aside the money until the payroll study is in hand. Then, once a plan for implementation is put together, the money would be spent as its first installment. Not everyone at City Hall will get a raise, but the money would go to those who most deserve it.But Mr. Shanor and Mr. Allen don t stop there. They further propose that for the time it takes to fully put the plan in place an estimated two to five years any new recurring revenues be first used to advance it. While that might tie future councils hands, it also would encourage longer-term thinking in the city s budgeting process. And, of course, the plan could be altered should circumstances so dictate.All of this makes perfect sense. Mr. Shanor and Mr. Allen have pointed the city in the right direction, and both the council and Mr. Kaysen should follow. It would be wasteful to pay for a salary study and then put it up on a shelf.
